It occupies a receptor. T4 and T3 bind to thyroid receptor in nucleus (receptor for steroid hormones is in cytoplasm whereas receptor for thyroid hormone is in nucleus). You then get increases mRNA and a host of reactions for example:

Increased proteins for growth and maturation (hypothyroid kids are small)

Increased mitochondrial and respiratory enzymes which increase oxygen consumption and metabolic rate (hyperthyroid people are hypermetabolic, but it is possible to be hypermetabolic-euthyroid)

Increased thermogenesis/heat production. This leads to increased sweating

Increased CO2 production and increased respiration

Regulates protein and fat metabolism (decreased muscle mass if you have too much). Hypothyroid patients are fat.

Increases appetite and increases mobilization of endogenous carbohydrates, protein and fat. Hypothyroidism can thus lead to diabetes

Increases cardiac output. So older people can get angina if they are hypothyroid

I would like to ask a question from the information given above, I am 17 years old about 5"5 inches tall, only weighing about 110-115 pounds. Im underweight. I have been told this is due to my "fast metabolism" so i looked into it, and i ran into the T3 Thyroid Hormone. If in my case this was true, all the information i have read, My body Produces To much of this Hormone. Which would explain my Low muscle mass. To me this is a problem i would like to solve, One reason i would like to gain weight for personal reason's. Another is this hormone can cause health issues, Bi polar, Deppresion, Diabetes. Overall, I would like a response, maybe an answer that could help me out so i can gain my desired weight.

Considering the information you have given above, you do not appear to be underweight. However if you do want to gain muscle mass and are worried that you have a thyroid hormone problem, then please get a thyroid profile done and consult an endocrine specialist.
